As a business consultant, I agree that processes need to be "unfrozen" in order to facilitate any change management and make processes, policies and procedures more responsive to the current market and economy. However, I disagree that the changes should then be refrozen. That was partly what caused problems in the first place. To use the same allusion, processes and procedures should remain in a fluid state in order to be responsive to changes in markets, economy, or competition. Fluidity encourages innovation, progress and growth while the frozen state is one of stagnation.
