Charlie served with the United States Air Force for twenty-six years from 1969 to 1995. He is a veteran of two conflicts Vietnam and Desert Storm. His worldwide assignments include Vietnam, Taiwan, Japan, California, Germany, Sudan, Diego Garcia, Saudi Arabia and Arkansas. He served as a Logistics Manager/Superintendent. Here he was responsible for the overall supervision of resources used in aircraft petroleum operations, for five major divisions and six sub-sections. He maintained a federal stock fund account in excess of $30 million. He prepared and executed classified Emergency War Order contingency and exercise plans.
Charlie moved to Human Resources Management in 1974. In this position, he provided comprehensive human resources management and training for over 1000 employees. He worked directly with the Commander (CEO) to optimize the discipline, health, morale, safety and welfare of personnel. He resolved problems related to employment law, employee relations, compensation and benefits.
Charlie’s awards and military decoration include selection as the 314th Airlift Wing, Little Rock Air Force Base First Sergeant of The Year (1989); the 36th Tactical Fighter Wing, Bitburg Air Base Germany, First Sergeant of The Year (1985). He received three (3) Air Force Meritorious Service Medal’s; the Air Force Commendation Medal; the Humanitarian Service Medal (Operation Babylift, Vietnam) the Air Force Outstanding Unit Award, with V device for Combat Operations.
In addition to these awards Charlie has served in several leadership positions including President of the Little Rock Air Force Base First Sergeant’s Council; Division Officer and Chapter President of the Air Force Sergeant’s Association; and the City of Jacksonville Chamber of Commerce Military Affairs Committee; President Arkansas Public Employers Human Resources Association.
After retiring from the Air Force in 1995 he moved to PeopleWorks (formerly Express Human Resources) where he served as an on-site Human Resources/Safety Director for a “seven hundred” person-manufacturing client. In this capacity, he was responsible for planning, conveying, and compliance for all phases of human resources and safety activities.
Charlie was promoted and moved to PeopleWorks’ Little Rock offices in 1996 as a Human Resources Manager serving more than 100 clients. In 1997, he assumed the position of Director Human Resources and Administration. In this position, he directed a human resources, and administration team of 16 human resource and administrative professionals to provide total human resources support to over 20,000 employees, in 35 states, in a Professional Employer Organization (PEO).
In November 2001, he assumed the position as Director Human Resources with the City of Jacksonville Arkansas. In this position, he was responsible for all human resources, risk management and training programs for approximately 300 City employees.
In January 2007, Charlie accepted his current position as Director Human Resources & Safety with Rubber and Gasket of America (RGA, Inc.) incorporated in North Little Rock, AR. Here he is responsible for the human resources, safety, and training programs for this regional distribution/fabrication operation with 14 locations in seven states.
