Roger provides good answers. It's tougher to build new transmission than it is to build new power plants, and that ain't easy!

Is the privatization of utilities good or bad for the solar power industry?

Privatization per se is not the issue. The issue is whether or not a merged utility is somehow removed as a result of the merger from state regulatory oversight and state renewable portfolio mandates.
