Can corporate/company digital employees prevent "black hat" search tactics from happening?

Simple answer is NO they can't! You can't prevent this kind of tactic, all you can do is to monitor same, and then take actions should this occur. As an SEO practitioner for over 11 years now, it's an accepted fact of life....

SEO forecasting: What is the best way to predict your search marketing outcomes for the coming year?

set SEO goals/serp rankings that aim high....
then follow thru with leading-edge strategy that uses bleeding-edge tactics....
and remember, you're paid to get client's serps that bring both new targeted traffic and new revenues.....ie conversions matter, eh!

Benefits of 'cross linking'?

Ummm..while HubSpot is fine, I tend to like Majestic -- they've got the biggest index larger than Google's and the backlink info there for a basic account even is terrific! talk about your data mining, eh!

What do you suggest for a small company that has no seo budget?

Basically, it's time vs money. If you've no budget for an SEO Campaign, then you need to research....learn....hypothesize....test....analyze....rank!
It's truly that simple....and it's your time to spend too!
