How do I collect lead performance data from outside sales reps that don't use a CRM tool?

Not necessarily everyone should use CRM. You can still collect the data using emails/excel/text file/Google Docs etc. Have someone to enter those in your CRM system if you are interested in tracking their performance. more

Free email newsletter software?

The solution which I am suggesting works well with Joomla (Content Management System) http://www.joomla.org/
There is an extension called ACAJOOM (FREE) - http://extensions.joomla.org/extensions/content-sharing/newsletter/964?qh=YTo...
Similarly a free module is available in DotNetNuke (Again a CMS) http://www.dotnetnuke.com/ which lets you manage your contacts and send them the newsletters more

I think it should include:
1. Product features/functionality
2. The underlying technology (.NET, JAVA, MS SQL etc) and
3. Infrastructure requirements (OS supported, Hardware, Network etc) more
