What do you think about SIP providers charging a per line charge?

Charging per SIP "Trunk" or line was an easy way to sell. Especially to those smaller clients who liked the "all you can eat" pricing (no usage for Local or LD). It is also more profitable to the carrier than per use charging.

Will SIP over a voice and data network require IP packet prioritization?

It depends what your plans are. If you are going to be running many connections to many services then I would recommend them. Tends to remove some issues with direct access. more

Can you get a MPLS pipe that would handle sip, internet and site traffic?
