SaaS for ERP? Can be done, but here are a few reasons I don't like it:

Which ERP vendors have a reputation of serving small businesses?

Same as Robert and Jeff for small companies. If those won't work, then:
Activant Eclipse - by a mile. Activant Prophet21 next, then Microsoft, SAP, or even Sage.
Stay away from Infor - they market their products hard, but lack a ton of functionality. more

What do you think is the best remote desktop service?

I think it depends on which direction also. From outside of your network to internal machines? VPN + Terminal Services hands down. If you are looking to support remote workers, then LogMeIn is by far the best. more

What should I expect to pay for a NAS setup for a midsized company?

Take a look at the Ubuntu Enterprise Cloud if you are solely looking for file storage. Free software, can can run on older/slower servers.

How should a start-up build their infrastructure?

Use hosted services that you can access from anywhere. Google Apps (email, document storage/sharing, shared calendar, contacts, etc.), Salesforce.com (CRM and Accounting), etc. No need to invest heavily in equipment or infrastructure until your own capital can sustain it. more
