One of the benefits of hosted products is that implementation time is drastically reduced as compared to a premise-based product. I would expect that your team could be up and running in 1-3 weeks, and 3 weeks may be on the lengthy side. In terms of hardware and installation, there really isn't much to be done. The biggest obstacle you may have to overcome during the implementation period is user adoption - getting your reps to see the benefits of using the system, and consequently using it to their advantage.

Thomas is right, hosted solutions should be extremely fast and easy to implement. The time required depends a lot on how well prepared you are to move forward. If you have your data organized and ready to be imported, if you know what customization you will require, if you know what reports you need from the system, and have thought about how the system will fit your current sales processes, with a little help from the vendor, you should be up and running in a matter of days. The number of users involved is usually not an important consideration except, as Thomas points out, when it comes to achieving full adoption. There may also be delays related to training the staff, but that is not a product oriented issue, it is usually just a matter of coordinating schedules.

There's no easy answer, SaaS implementations will inevitably be faster than premise based license software, but it will depend on the # of applications you need to integrate with... and will you integrate in real time or in weekly/nightly/monthly updates... how much data will you be moving over etc. If you are starting from scratch then days or weeks.
