What kind of in-house resources do you have?
Learning SEO elements and improving your platform is remarkably easy for most and knocks out the low hanging fruit. Most companies can do this if they have the time.
If you have on-going editorial or e-commerce page production, "SEO software" often becomes more valuable.

This question depends on your in-house resources. If you have a marketing person with some free time available they could learn the basic SEO ropes and get a good start on creating an optimization strategy for your site. Then they could continue to learn about search engine optimization and chip away at the project in an ongoing manner. This would be a double value add because this employee would now have an extra skill set to utilize for any new sites that your company launched.
If, however, your resources are fairly limited and you need someone else to handle the job, I'd suggest outsourcing the project.

There are some great tools that can help one to assess and guide them on instilling better SEO. A lot of them are configured to also compare your site against the sites who are ranked within the top 10 results of search which allows you to enhance weak areas of your SEO so that it's comprable or better than your competition. One such tool I recommend is IBP.
It is important to keep in mind however that these tools will not do the SEO for you. SEO will still have to be manually performed and for good reason. Certain scripts like wordpress are SEO ready or "friendly" but still need manual input. There really isn't a way around doing the SEO yourself unfortunately. Even if there was, I would be very cautious using any such tool as it would be likely to have methods that fit a "majority" and not a "niche" strategy. Hiring a professional to assist you with this portion of your marketing is a good idea.
I look at SEO as the foundation much like the one a house is built on. If it is weak, the rest of your marketing strategies will suffer. Since all the strategies work together to form the overall success it is important this one be done right.
