Nicholas, I think the answer is, "It CAN be." That said, there is a lot of internal marketing that can go along with the "Best Places to Work" contests that can some what skew the results; but still, it's likely where I'm going to go first as a job seeker.

It depends on what makes a great place to work for a particular person. The way you become a Great Place or Best Place to work is to meet a set of standard criteria of what a Great Place to work is. If what you are looking for is different than the list is not going to do you a lot of good.

What becoming recognized as a Great Place to work does is get you a lot of applicants.

It can be a guide but the culture can really determine whether a person would fit in or not. A "button down" type person might find it very uncomfortable to work someplace like Google; while someone who needs a free wheeling culture might go crazy in a very structured culture or the government.

I see the list as a guide to reference, but not one to hold as the oracle of all knowing employers. Lots of consideration needs to go into what YOU think are the important attributes an organization must have to make the experience of working there meaningful. What is one person's idea of a great work culture can potentially be another person's nightmare. Good investigative research and conversation with current and past employees is probably the best way to determine if a company is a best place to work based on what you have deemed as being best for you.

They are likely a better place to start applying than "worst places". That said, Mel and Crystal are both right: The answer is sometimes.

Look, you have to sit down and think all the way through what you want out of the company you work for. What do you want to give to them? Will they value what you have to offer? Do they have the culture and the sort of team you want to be a part of. Do you need a job now, or can you afford to wait and look more. Can you work and look more at the same time?

When you have thought all the way through your own circumstance, you will be much netter equipped to find the best place for you to further your career.

Together, let's put the fun back into work!
