I am completely comfortable if their cell phone has been shared by them via email, business card, or on their voicemail. I have some prospects who I deal with through SMS on their cell phone as well. it all depends on the relationship that has been formed.

However I am hesitant to contact them via their cell phone if they weren't part of the process in me obtaining their number (i.e. given out by an office admin.)

Definitely. If the person has his cell phone printed on his business card, brochure, website or other advertising material--then they want you to have it.

If they gave it to you, then it's an invitation for you to use it.

I think it depends. If we are talking about cold calling a prospect and they leave their cell phone number on their voicemail recording, I would stay away from it. I think it is only "OK" to call a prospect on their cell phone if you have spoken with them already and they have given you permission. I think if you cold call a prospect on their cell phone you run the risk of losing their interest. That said, sometimes you can't help it - often times prospects route their office phones to their cell phones if they leave the office. In this instance, it's out of your control.

Note I am referring only to cold calling. If you've met with them more than once in person, the rules could be very different based on the relationship as Adam mentioned above.

Interesting question from a cultural point of view. Outside the US, the mobile is the primary means of communicating with someone. It's always the first number I use to reach someone, and expected by the people I communicate with. In the US, it seems to be the opposite---though that is changing. Traditionally, we try the landline/office line first. After a couple of messages, we tend to go after the mobile.

we must be confident to contact prospective client either thr cell phone / email / personal meeting / vpn etc.

But the most preferable in first attempt is thr e mail which we can give brief introduction (can go when ever the client is free) and the second visit should be personal visit so that we can understand his behavious and needs.
