I would say you need DS3, STM1 for multi-media and 384K&128K could work for video. But it all depends on your applications.
It all depends upon your video conferencing application, and whether the bandwidth need is symmetrical or asymmetrical. For example on a 5-person Vonei Meeting which offers full video and audio to the computer, each person needs 200kb upstream and about 1.5Mb downstream. This makes DSL and Cable modem compatible, as well as the bandwidth sizes you posted in your question. Your service provider should be able to tell you their expected loads.
