Does anyone know of any white papers or books that can help to create a strategic business tax plan for future years?

Your question is very general and it is difficult to point you in the right direction without knowing more about your business (type of entity, industry, #employees, etc.) and your financial goals.

There are many books on the subject of business taxes that may include a chapter on tax planning. The JK Lasser series is usually comprehensive. Take a look at JK Lasser's Small Business Taxes 2010: Complete Guide to a Better Bottom Line. You will find Lasser's book on Amazon and Barnes and Noble.

Business Tax Planning falls into two separate categories:
Planning to avoid over-paying taxes, and
Planning for all exigencies that can affect your future in the future.
For the first of these any competent bookkeeper can suffice.
For the second I recommend either making sure your bookkeeper can consult with you not only on ways to save money, but on ways to increase revenues.
Generally that second category falls not to bookkeepers, but to accountants, and not all accountants are set up for proactive counselling.
So... What is it you really need?
