I have heard great things about Google Voice and wanted to know if it can work for a small business that just needs basic functionality.

I don't think you will get the quality that you are looking for from Google Voice. I would suggest looking to Telesphere or Vonage. If you need call center functionality in addition including call recording, call reporting, Whisper functionality, etc., you might want to check out my company Northwinds Contact Solutions.
