Can hosting coupons provide real value for potential buyers?
My company is looking to host a website and we are looking to cut cost by any means possible. I’ve seen several websites that promote web hosting coupons. Are these legitimate? If so, what’s the best way to use them?

There are some less than legitimate coupons sites out there, especially sites that offer bonuses. However, there are good coupons sites out there and they can definitely help lower costs. I've heard good feedback about this coupons site, http://www.hostgatorcoupon.com/.
If you decide to purchase from them, just put one of the codes in the promo box when checking out.

it is easy to try whether the promotional codes work or not. You just need to get one and to place it in the order page of the website powered by the web host that claims to offer coupons.
Most coupons codes do have their expiry date and they usually work on policies set by webhost. Rather then trying any unknow host ( for whom you have good valued coupon ) you should go with reliable & honest webhost who is available 24x7 to serve you hosting needs/issues !!!

In my opinion, a hosting coupon should not be the basis for making your choice of new hosting provider. There are much more important factors;
1) The Company – Make sure they have a proven track record, are profitable and are well established.
2) The People – All communications from the staff should be professional and knowledgeable.
3) Reliability – As a minimum they should be able to prove a 99.9% uptime record.
4) Redundancy – They should have minimal or no potential points of failure.
5) The Future – Can you upgrade easily and in a cost effective manner.
6) Infrastructure – Fast servers and networks, with expert staff and comprehensive monitoring facilities.
7) Backups – Backups should be as often as possible and checked by the host on a regular basis.
8) Technical Support – At a minimum email only, but preferably, email, online, live chat and telephone.
9) Responses – Should be courteous, knowledgeable and received within a good timeframe.
10) Fees – All fees should be made readily available to you, not hidden away in terms and conditions.
If however your new potential host can tick all of these and they offer a hosting coupon/discount as well, then this could be a great deal.

Absolutely, decision should not be based on just the basis of hosting coupons. There are so many factors to consider besides just the making decisions based on hosting coupons. A hosting coupon may play a tactic role to lure customers, but in reality it may be different. I completely agree with Harvey Raybould that all the mentioned factors are equally important in making a wise decision.
