Can influence really be measured? What tools do you recommend for building or tracking influence?

Yeah it can be. There are many tools available which will not only help you in measuring the influence but also help enhancing it. My recommendation will be Klout. The Klout Score measures influence based on your ability to drive action. Every time you create content or engage you influence others. The Klout Score uses data from social networks in order to measure:

True Reach: How many people you influence
Amplification: How much you influence them
Network Impact: The influence of your network

Influence with who? Justin Beeber has over 16 million followers. I don't know what his Klout Score is but I'm pretty sure it is up there. But I doubt he has much influence over say...a physician considering a new cancer treatment plan or a company looking to impliment a new mobile SFA solution.

I like Kout, I use it myself. But it is not very accurate for measuring true influence or influence for a particular demographic or industry.

Yes, that's certainly the case. I think that if you want to understand who is influential within your target demographic/industry, you need to find the closely-knit communities first and then understand who the key players are within them.

Klout and PeerIndex can help with that to some extent, but I think you still need to do a lot of manual work. At this point influence tools are just scratching the surface.
