Before computers and the internet a recruiter's tools were a rolodex and a phone. The success of the recruiter depended on the quality of the people in that rolodex and their willingness to help the recruiter find good talent. It is the same today but the tools have changed. So, if you are using social networking sites to build a network of people you trust and who can trust you, are respecting their privacy, making the relationship two-way and reaching out with interesting information, then indeed these networks help.
However, if you are just trying to get as many people in your network as possible with the hopes that the shotgun approach will work, I think you will be disappointed.
Absolutely. But the focus needs to be on attracting talent not overt recruitment.
