In that perfect world we would all like to inhabit, the nature of the changes to be made in how the impacted organization, its staff and users do their work and business should be the determiner of whether or not a change management strategy is appropriate (in the majority of cases, I would opt for having a CM strategy.)

The nature of the software (Sharepoint or other tools, etc.) and hardware involved in the effort should be, at most, a secondary consideration.

In too many projects I have seen, the technology becomes the implicit focal point and the effort becomes a "technology project" rather than an "operational evolution" project. When this happens, the technology usually works OK and the IT folks are happy, but the overall success of the effort may be comprmised and the user communities live with the results.
