If these are your only needs you're going to be in luck - most will probably be able to do this. I know that SalesLogix by Sage Software uses Crystal Reports for reporting - with Crystal Reports you have the option to output the report via PDF.

Unless there is some additional functionalty requirement that was left out of your query, this really is not a function of CRM as much as printer software. While Crystal reports allows export directly to PDF for reporting, so does Act! and many other CRM programs natively.
That said, even if a given solution does not support this directly, by installing Adobe Acrobat or one of any number of third party PDF generators, you can print ANY kind of document to a PDF file. This software installs what looks like a standard printer on the PC. The user selects to print their previewed report to this print and what it actually does is prompt for a filename and a location and then saves the report to pdf at that spot.
