I was just wondering if email marketing campaigns work for all industries? What is a main factor for implementing an email marketing campaign?

In most cases yes, email marketing always works (to some extent) when targeting all industries. I do find that the government is the hardest nut to crack but that doesn't mean it can not be done.
The main factors in implementing an email campaign are:
1. Have a valuable message.
2. Know your target audience.
3. Utilize the most targeted 3rd party opt-in list sources available to you.
I can help with number 3 the rest is up to you.

I think that any industry that has:
1) something to say that will help to educate, captivate, or entertain their audience
2) even the tiniest list of interested parties
can have success with email marketing.
Those who aren't succeeding may need to rethink their message (is it sell! sell! sell! - ???) - or their approach (less about you, more about your subscribers)... but with everything from small, free email marketing providers to massive systems that can trigger and automate messages with data-sets, there's an option for a small mom & pop shop -- and massive corporations.
I think if organizations are doing the right things to get subscribers information (web form, sign-up at p.o.s., tradeshows, etc) and connect with their clientele, almost any business can succeed.
Can anyone give an example of a "toughie" they can't see using email marketing?
Email marketing campaigns works where you want to stay with existing customers. It will not work for new customers. Existing customers would like to know about new events, products, information from you. The best way to reach them is to have email campaigns.
