Do we know how to manage a PMO effectively after implementing it in the organisation?

For the past decade organizations have been building PMO's in the anticipation of creating a center of excellence. Though a large percentage of PMO's fail, then they are re-organised again and again. no perfect recipe for PMO success. Culture and clarity of PMO objectives are the primary drivers for success. The culture must permit the PMO to deliver value and be focused to a particular business objective. Without a clear definition of the PMO business objective, it will fail. A business objective could be improving project status reporting, improving project work estimating and budget estimating.
