Do we need a common standard for web browsers?
There are many web browsing software available such as IE 6, IE 7, IE 8, Fire Fox , Safary. But certain pages and applications will work in one browser and certain will not. Issues may be UI based or function based. Why don't we think of a common browser standard, which should define the CSS attributes, js related standardization, HTML tag unique support etc. Will this reduce head ache of web development industry?

This has echoes of the Browser Wars of the mid 90s. Ultimately there are two competing strands at work here: the drive to common standards so that stuff "just works" and the drive to differentiation so that you can deliver new and cooler stuff (oh, and take market share from those other guys).
For the last several years, stability and interoperability has been the clear message from end users. They want to choose their browser not have it chosen for them by content developers. HTML5 will most likely be the next step and will further erode the differences between browsers. In the mean time the prudent developer will develop and test for all major browsers in all major revisions. Keep it simple, in other words.
