Absolutely. You can get the same level of talent (many of whom work at agencies and moonlight in their off time) and massive cost-savings. Test several out, see who has the tools and then build a solid relationship with a handful of copywriters who will eventually know your brand/products like the back of their hand. Spend the time to onboard them well and give them the information they need to do their job. Clear creative briefs are key.
The only potential downsides are #1 finding good ones and #2 working around their schedules as they will likely not be a dedicated resource. All in all I highly recommend giving them a try.
