Simple answer "Only if you want your program to work"

Great managers recognize, motivate and communicate with their employees, customers and co-workers the way those people want to be communicated with. Not the way you want to communicate and recognize them.

I agree with Mel. Think of pay and rewards like food. You want to have a global vision, but need local flavor and execution.

Values must represent the region, not the company. Too high and you may get early "retirees". Too low and you may only be hiring the dregs of the work pool.

I love your food analogy. To carry it a little further, if you throw a party and you like hot spicy food so you serve only hot spicy food. Some of the people will not eat because they don't like hot spicy food.

To add to Dan's great food analogy, rewards can have both different perceived value and different actual value from region to region. Different perceived value is driven primarily by culture whereas different value is driven by how much you actually get to keep after the reward has been taxed, etc.
