This should be one of the primary concerns of any business conducting online transactions. The best way to combat fraud is to use software based address verification in conjunction with manual order review and card verification.
As an operation scales, manual reviews will become costly, so it would be wise to keep data on your orders and work to develop algorithms that will "flag" certain orders as having a probability of fraud.
