Does the current economic climate make internet start-ups more probable?

Yes, I believe so. However, speaking from experience, this probably means more are doomed to failure. It is very easy to throw money at the process, but it takes ages for most people to realise that there are genuinely helpful people out there, and thousands of people who only want your money.

You have to be careful about how you ask this question. The answer to your question is an unequivocal yes, but that doesn't mean that these businesses will be exclusively online. Businesses of all types, including manufacturers and other companies with brick and mortar operations, have to find a way to do a few things in a down economy. They need to:
1. Be more capital efficient;
2. Develop product and service offerings faster;
3. Reach larger/more distributed markets;
4. Plus much, much more.

The internet is the great enabler of all of these things. In other words, every company is an internet company now.
