Does management by committee work?

If you have a small committee to oversee a functional division, could the manager of the department report to a committee and be effective? Why or why not?

My experience like others is that management by committee is rarely effective. Committes are great for getting input, reaching consensus, planning activities and other applications, but ultimately there needs to be a decision making authority.
In some ways some of what you are describing is similar to the role of a Board of Directors with an Executive Director or some other manager reporting to them. In those cases there are usually governance structures clearly described and in place.
Too many "bosses" and no clear line of accountability usually leads to confusion.
