Yes – just as in any team endeavor, the culture of the team and relationships between the parties involved have an impact on the effectiveness of the PMO. If the organization is divided or if there is bad blood between internal departments or with third party vendors, then the PMO will have to spend extra time and energy working with people to encourage cooperation and collaboration. This extra effort will eventually wear on team morale and impact project success.
