Generally who is the 'workplace bully?'

What kind of employee is usually the perpetrator in workplace bullying? Is it usually the person with the 'strong personality?'

Maybe. Usually, it's the person who can get away with it. There are various forms of power and each has its own kind of bully, if you think about it. We had a bully that used her expertisze and position to bully her staff. It was getting to the point where we were getting lots of complaints and beginning to lose good people. She is an expensive person, liable to sue at the drop of a hat, and well entrenched in the organization. I talked her Director into haveing her do repeated trainings for staff on how to handle bullys at work - including the behaviors to look for. It's worked out well.
