I join meetup groups and join the chamber in you city.
Write about it. Carve out a small piece, study an issue, and blog about it. Often. Putting your thoughts down is almost the best way to learn something (teaching is the best way). You will begin to network in the new area, collaborate with other people in that space, and eventually branch out!
I agree with both Lorrie and Richard, I think you shouldn't be afraid to go to a meetup even if you know nothing about the topic. If you have genuine interest in the topic for the experts there will love to talk to you (people love to feel smart and talk about their passions). After a couple meetups you should know some of the hot topics... start learning and contributing to the conversation.
I think another often missed part of networking these days, is that it's a two day street. Find people that YOU can help. Everyone these days is out there doing the opposite... if you actually help someone they are sure to remember you and think of you when the time arises.
