Just remember that one has a tendency to get what you pay for. A free website will have severe limitations on what you can and cannot do, no organic SEO, and extremely limited features.
If I see a business on a free website I leave the site.
If a business cannot afford to register a domain and pay for hosting, @ $70 a year they are not much of a business.

Free sites can be very effective, especially as a learning tool. The first question is what are your goals for that site? Do you want to sell something or generate leads for your business? Do you want to provide information? Do you want to network? Do you want to make your business more efficient though ecommerce, or automated shopping carts?
I agree with both Gail and Reg. Free sites can fill certain of these desires but will never really allow you to build a commercial business without the add ons that must cost you an investment. If you take that route initially you may become trapped in an environment less than desirable to your long term goals.
Google sites is such an example http://www.google.com/sites. They offer nice free Websites with many options. Once you start branching out, however, then the costs add up.
A great way to get your feet wet is through WordPress.com (non-commercial applications). Although known as a blogging platform WordPress can also be used as a traditional Web site, without looking like a blog. After all a blog is just a type of Web site.
The commercial version is through WordPress.org and there you need a domain name (URL) as well as a hosting service for which there is generally a fee.
