How can I measure IT maturity level of a small business?

In Colombia 90% of Business are Micro , Small & Medium , they produce 20% of Income and Big Companies are 10% of Business but they procude 80% of Income, I want to help little companies to increase their productiveness finding a methodology to make them absorb faster and better technology but first I need to mesure their state to classify them and offer the right tools. How can I classify and measure them?

I'd say that measuring a startup against the well known Capability Maturity Model is the best way:

Just interview them and observe how they operate, then assign them grades in the Level 1 (Chaotic) - Level 5 (Optimizing) Capability Maturity Model. Then is should be clear what you / the organization need to do to get to the next level of the model.

That can be tough, because the most common measure is how many users. But technical companies may have many more computers than users.

Examine the number of computers compared to the number or employees. How fast is their Internet connection? How many servers do they have? Do they have collaboration software? Do they have proper data backup processes in place? Do they have full time IT employees?

The more positive answers, the more mature that company is in IT.
