How can we short list the right job candidates by looking at a resume?
When a candidate applies for a job, he normally sends the resume, but we have no way to judge the capability, ethics and communication via this.

Lack the time and space for a course on employment selection, but highly recommend the book, "The Evaluation Interview" by Richard A. Fear. Best book ever written on selection.
All candidates might do the job. Most could do the job. You want the best for the job, so use the heuristic approach of eliminating those who don't meet the specific requirements. Then further expel those who lack the desired optimal characteristics. Finally, winnow out those who display the greatest total qualifications and work through them for demonstrations of those KSAs: solid wide-ranging experiences from base foundation to subject matter expert; no job-hoppers, at least a few years at each employer with progressively greater responsibilities, either assignment escalations or steady promotions showing proofs of achievements; rarely fired and generally only leaving for obviously substantially greater opportunities; well-rounded personality may also show up through outside activities, volunteer board positions, memberships showing demonstrated leadership and communication skills, etc.
All the HR professional societies have books and courses on the methods and techniques.
