How can you re-train a 'toxic' manager?
How can I go about 'coaching up' a manager that has a negative effect on the team? Is there a way I can train them to change their ways without going over their head to HR/their boss?

Can you say a bit more abut what "negative" effect is on their team? In general of course.
Are they putting down team members?
Are they negative all the time?
Are they not giving their team enough direction?
Do they think they're a big a** now that they are a manger?
Have they gotten a promotion to a level of their incompetency (as many of have done from time to time)?
Chris, how did the toxic manager become a manager? Quite often we reward technical proficiency with a promotion to management and then we wonder why the technical expert isn't a good manager, and worse, we wonder why he doesn't change. Is the toxic manager aware that his behaviors are putting his job in jeopardy? If his job is not at risk, why would he change?
The boss needs to be included otherwise the toxic manager has no reason to change. People generally won't change their behaviors because someone tries to change their behaviors.
First, get the toxic manager to agree he needs to change his counter productive behaviors.
Second, find a behavioral expert to help him change.
Third, use a 360 assessment to get a picture of his team's perception of his current behaviors. Repeat the 360 every six months until substantial improvement is seen by his team.
Be sure he knows how his behavior is effecting his team.
Chris, I think the real question is "Should you invest a lot of time and energy to retrain a toxic manager?"
First, you need a clear picture of the severity of the underlying problem and how the toxic manager got to this point. To what extent does his/her attitudes and behaviors affect the morale and performance of the team and the organization as a whole? Is the individual aware they are negatively impacting the organization, and is there a strong willingness and desire to make the changes required?
If the answer is 'yes' then get assistance from HR and other resources to establish the training and development plans needed to retrain the individual. The PIP should include benchmarks and checkpoint meetings to ensure compliance, both short- and long-term. If the answer is 'no', then action steps should be taken to terminate.

Toxic behavior goes far beyond just plain bad behavior and poor manners. When a person exhibits toxic behavior this is considered a danger zone. Toxic behavior has the potential for physical and or emotional attacks, some form of chemical dependency may be involved, severe anger issues are usually on the surface, and there is usually fear of being around the toxic person. The people around a toxic person need to be protected even while the toxic person is in training. The behavior of a toxic person will take months if not years to overcome lest there is a miracle. From a corporate view, the legalities that could come about having a toxic manager are incredible. I think your answer is in just how much are you willing to risk or pay for the training.
