How come social networks for apartment buildings and complexes haven't taken off?

In many ways, I have more in common with the people that live in my building than those I'm connected to in social networks. Some landlords are embracing social media to help bring in new tenants, but online services for communicating and sharing information with neighbors easily could be a hit for a start-up banking on a local-social idea.

I think that the popularity and broad use of the current mainstream Social Media sites unfortunately drown out niche ideas like this. It would simply be another site that someone has to keep up with. So the question becomes,"what would compell them to use a niche social media site like this, especially since they could configure their current offering to do the same thing?" In other words what would make this idea unique enough that someone would be drawn to it? And it couldn't be just to stay connected to their neighbors. Maybe it's the technology its wrapped in. Perhaps its a part of a larger network or system. For example, I know that they have tried something similar in "modern" subdivisions, where there is a computer integrated into each the home's kitchen and these are linked together throughout the neighborhood. This allows for one touch communication through email and phone and allows for information and calendar sharing.
