It should be the other way round, because it makes no sense to all the license + server fees up-front and then migrate to the cloud.
Open Source + SAAS ERPs are ideal of this, start low-risk in the cloud, if you think you want to move on-premise, it should not be difficult. Few of our ERPNext customers actually do this.
