Jake,

I am assuming this is post identifying the need:

1. Identify an ERP champion who will lead the internal / external ERP team.
2. Write out a specifications document, don't say "yes" / commit a date, as of now.
3. Discuss with all stake holders
4. Wait (this is important sometimes people push projects for reasons that they have not thought through well - you don't want half baked projects)
5. Get an estimate of the time / effort / cost
6. Plan resources - take time to gauge how strong is the need
7. If the pressure to deliver increases, commit a date and start the project.

(from a perspective of the solutions team!)

It depends on a budget, but usually it goes this way:
Proposal from IT department
Review by C-level
Approval by C-level
Investment committee review and approval
Team forming
Tender procedure
Contracting
Conceptual design
Settings
Testing
Go live
Closing
