How do I market our Black Fine Tea to the drinking public? Where should I focus my energy on?

Try focusing energy in your local market to begin with. Have you gone around to local stores in your area? (coffee shops, supermarkets, local university hangouts, farmers market, etc..)

You can also try advertisements in your local newspaper. Making people aware of what separates your tea from others and where you can purchase/sample it.

Is your company involved in any social networking sites? (twitter, facebook, yelp) You can do keyword searches to build your following on twitter around tea drinkers...maybe you can add more followers by attending the "World Tea Expo" http://www.worldteaexpo.com/

These are just a few things to consider. Your product will spread if you have great word of mouth and you make your product visible to the masses.
