It is 3 dimensional. You have security, convenience, and cost. Choose the 2 that are most important because you can’t have all 3. That will point you in the direction of what type of authentication you are looking for and then you can start to work on the details.

The key is risk analysis. Evaluate your risk of having an imposter on your network, i.e., what is the probability of it happening multiplied by what the monetary damage would be. Pick an authentication solution that costs less (price + implementation + 3-5 year total operating costs, including administration) than the risk. Of course you need to select a competent vendors as candidates for the solution, train your staff of proper use of credentials, train your admin staff, etc.

Glenn is correct in suggesting that it has to be done on risk analysis, but we need to add into that equation the value of the goods we are protecting. Why go to the expense and user frustration of complex authentication methods if all we are protecting are downloded files from iTunes? Don't laugh, it's happened.
