Doing business with a blogger is the same as approaching any other business owner. Think about bloggers the same as you would Benjamin Franklin. He started the first print shop, then the newspaper to use political cartoons, then published the first edition of Poor Richard's Almanac in Philadelphia.
Bloggers do the same thing - they write, edit and publish their own material. It's a lot of work, most do it to enhance their business and it takes years to create a following.
My recommendation is you approach them as you would any other business -- study their blog, understand their product, what they write about, learn their material. After you've read a few posts - leave a comment addressing whatever issue you feel compelled to address on their post. Come back again and leave another comment. Then approach the blogger with how you would like to help solve a problem - or write a guest post or whatever, but get to know their product first.
