How do you know video is effective? What is the measure that tells you that is true?

What is your purpose in using video?
For the last few years I have watched as streaming video from Houses of Worship have become big business. I have seen that those churches that don't stream video are always questioned as to when they are going to provide such a services. In that way you can see that video is effective.
We have also see video go "viral" and page hits on YouTube hit the tens of thousands but how can you measure the effectiveness of something such as that when there is nothing for sale or no message being sent?
First and foremost your video has to have a purpose that can be measure, otherwise it is just a snapshot that someone may find nice for a moment and then forget about it the next.
