Due to the fact that almost all the BI solutions are aimed to encourage IT efficiency - the elements you are asking about will depend on a number of factors (the industry, your organization size, business processes established). Usually the answer requires much deeper analysis to define these elements, but in general they will be connected with estimation of labor efforts of your common IT staff activities by different categories in comparison with the existing indexes in your company.
The other thing is pricing for the BI tools integration and licensing.
If we are speaking about a big company - costs savings and IT efficiency improvement will have a substantial time lag of several years, before you achieve a break-even point. So it won't be easy to meet both your requirements at the same time in a short-term period.
When we speak about Small and Medium business -one of the recent trends (that allows them to reduce this cost/time lag) is using Open Source BI solutions.
