My experience with using Twitter for recruiting has not gotten any results. To hit your target market, you need to be actively involved with Twitter. I've found candidates on Twitter who've not responded. LinkedIn and 'word of mouth' has produced the best candidates.
Craig, we have given Twitter a pretty good try with no results. We have close to 3k followers but I do not think people actually look for jobs on Twitter. I do think Twitter should be part of your overall brand campaign as should Facebook but we are finding that Linkedin and good old fashioned bulk email campaigns are working more effectively than social media overall.
Our current focus is to filter the candidates in our applicant tracking system and get to a core "community" of people who we can either hire at some point or who can network us to potential hires.

I think some companies just tweeting jobs on their own Twitter account only exposes it to their network, if you have no followers you have no real exposure. Tweet my jobs seemed to drive reasonable results when we piloted.
