Very important, as the saying goes, you only have one chance to make a good first impression.
Excellent web design is the standard established and maintained by all successful websites, if your website does not meet that bar then your business venture will be considered second rate.
Good design does not mean expensive design but it does mean good design.
Extremely important! Having designed a website that was ranked best in the area I can tell you looks matter. It is your face to the world and potential customers!
Then comes ease of use. Are the buttons arranged logically?
Then 'findability' - the ease of finding what you want. This is different than ease of use which is the ergonomics of the site. How fast can I find what I want if it isn't staring me in the face?

Design of your product is critical – and it goes beyond first impressions. If your product is an online tool, your site is your home. If not, then your site is like a store front. Either way – you want it to be attractive and functional.
You could ask the same question if you were building a brick and mortar store. And the answer is the same then too, the look of your store is very important. That being said, to invoke another cliche, looks aren't everything. While a "pretty" site will make a good first impression, a well designed site will do more. It will be organized and structured so that the site's target audience can quickly and easily get what they need (whether it is to buy something, interact with something or just to get information).
I recently went to one site of a web design firm. The site had some cool Flash running that took up the whole top section of their home page. While I liked the Flash, there was no information in the Flash. Everything I needed was below the scroll line. If I had been an impatient browser, that company would have lost me because their "pretty" lookd didn't meet my design needs.
Design creates appeal.its look which comes first and then the functionality and usage.It creates an impression.
