How many rounds should the interview process last?

How long do you do interviews before you hire? At what point does the process become too lengthy?

HR needs to identify competent job applicants and then determine their job suitability as required by the hiring managers. Hiring managers need to interview for technical issues. HR and HM need to follow up if any issues arise. Therefore I'd say 2 or 3 rounds. Adding a job suitability component will speed up the selection process.

As long as the candidates are informed during the process, it can go on as long as the business feels it needs to make the right choice. If you have lost good people throughout the process because of the length, then you should look to stream-line. Here are a few steps that can be taken decrease the time to fill.

You should be tracking "time to fill" and "time to hire" by location, division, etc.
Look for bottlenecks (managers not providing feedback, budget was not approved, etc)
Automate the application process to collect the right information the first time.
Outsource reference checks, drug testing, background checks
Use assessment tests for quantifiable and legal ways to compare short-listed candidates.
