How often should a company publish content? Would you agree that quality is better than quantity or should a business insert "fluff" in between posts?

I recommend quality over quantity when it comes to content publishing. On a minimal base one blog post per week is good. Blog post could be one or mix of the following:
Text
Video
Audio
Visuals / Presentations / Screencast
I concur with Rasheed.
Quality anyway drags the quantity out of the ring. Too many blogs suffer from deterioration in blog post quality since they believe they should post frequently.
Rasheed's suggestion of one post per week is good enough -- this allows you a lot of time to bring out your best, well-researched posts.
Some blogs seem to be doing very well with 3 posts per week frequency. I will begin to worry when it's 5 posts per week. Only a mashable.com could pull something off like that.

I'll use one of my favorite Focus Network answers here: "It depends" It depends on your goals for the blog. It depends on your audience and their pattern of consumption. It depends on how much you have to say. I would suggest some A/B testing to determine where the life of the blog lies in these areas, and then map out a strategy that gets you where you want to be with it.
How often? As long as there’s something informative and relevant to talk about. I don’t think it’s the sheer number of content we churn out but the quality views we provide.
Quality content often translates to our position as a thought leader in the industry and how we help our target market in their purchase decision.

I don't know. And I agree, it depends. Our blog is published weekly (in general) and has great traffic and strong ranking for the blogs we publish. Our blog on "local ranking factors 2012" is number on on Google. I don't really know why. ( http://www.salesjumpstart.net/blog )
Content is more than blogging of course, and I think we under value adding new web site content. Good content establishes your credibility and will lead to new relationships and clients. Fluff content will make you look less credible.
So, it depends. The question can be re framed as " Why do you publish content?" and then the answer is more straight forward.
