How should SharePoint administrators decide who should have access to certain content?

How can you keep this process simple?

Simply said, they shouldn't.

In my opinion, it's the owner of the content who should decide who has what kind of access. For example, for the finance department website, there has to be someone from this department who is responsible for it ('owns' it), and who should thus be the one to make the final call on access rights. The first person to start with in this case is the finance manager (department head), if he/she wants he can delegate this responsibility to someone else.

The administrators may be the ones who apply the permissions, but they should never be the ones making the decision.

I agree completely. Permissions / access control should be decentralised to business to manage as they require - only once they have sufficient training of course, and within any governance rules.

Think about Google Docs or Dropbox. Do you email them every time you want to grant someone access to your information? No. Business owns their content. They need to be educated and empowered to manage it.

I agree whole-heartedly with Rene and Veronique on this one but with a subtle conceptual addition.

SharePoint introduces the possibility of Federated Management into the corporate IT mix, where the content owners ARE the administrators.

With the right people, training (and patience!) many tasks that would historically be delivered by the IT group "Administrators" can be directly actioned by "Power Users" from within the user community.

Although frequently not taken advantage of, this concept is at the core of SharePoint and how it can be implemented.
