For a company that is just starting out and doesn't know what its needs are going to be, but would like to be prepared to scale, how would you suggest they start to build their infrastructure?

Using someone else's capital (money), aka Amazon, Rackspace, etc
By going to an IT consultant and receiving a consultation, then outsourcing their IT :)
www.atum.com (IT consulting and managed hosting)
Go to a VC
Use hosted services that you can access from anywhere. Google Apps (email, document storage/sharing, shared calendar, contacts, etc.), Salesforce.com (CRM and Accounting), etc. No need to invest heavily in equipment or infrastructure until your own capital can sustain it.
