ERP systems were designed to run across different countries. They wer e a key enabler of companies moving from a multi-national to global operations.

Key things to consider include:
Single system or multiple systems
Single tier or 2-tier
Multi-languages/Multi-currency
Replacement of current ERP/MRP or supplement them
Big bang versus gradual rollout

Yes. Many of the open source ERP systems are designed to work in multiple countries, since the community is all over the world. They are translated into multiple languages, support things like multi-currency, multi division, consolidation etc. They are also localized for different countries for things that are different, such as local sales taxes, payroll, legislation etc. Choosing the best fit depends on your particular requirements.
