The head of HR reports in directly to the CEO and is part of senior management. In order to be a strategic partner, it is important that HR is part of developing the company strategies. This will aid in the alignment of HR to the business units. In my opinion, this is the most effective strategy.

My company is organized like a well functioning band. You have your regular hat but can borrow anyone else's when needed. I can be CEO and toss the hat back to be the janitor in a few minutes, then put on the Philanthropy dept entire outfit and wind up finally back in my usual role at the end of the day. You report to the HR manager not the reverse.

Group responsibility, collective interest, Win Win. Certain days to take other roles to see what is involved. Equality by way of raffle so anyone has an equal chance to use the jet for the weekend. I guess I'm the CEO at present even though I don't want it for much longer. The new one has no issue with doing the dirtiest and least desirable task at any time; demonstrates such willingness; and is clever enough to get teamwork in play so no one has to do it ever again.

The HR manager is responsible for paying people to do what they enjoy most. With that as a fundamental principle, someone will come along who is good at turning these activities into a source of revenue. I happen to have this talent which is why I don't want to be CEO.

I'd say you can assess matters by the reaction of random strangers that one gets into a discussion on how you run things. Some guy last night thought I was drunk but after explaining how tired I was and why he sincerely wished me the best; so I rate that as very good coming from a new and complete stranger.

Check out PwC's recent report (http://www.pwc.com/gx/en/managing-tomorrows-people/future-of-work/download.jhtml) on "Managing tomorrow's people: How the downturn will change the future of work" which talks about how the actions of businesses at this time of great change will determine their readiness for the upturn ...and ability to compete successfully in the second decade. It gives a pretty detailed analysis of HR roles and structures that are emerging specifically in terms of their people strategy in different scenarios described as the "Blue", "Green" and "Orange" worlds.

It depends on the size of your company. In a large organization with a full HR department, the head of HR should be at minimal a VP/SVP or EVP level. If they are a VP/SVP, they should report directly into the COO. If they are an EVP, then they should report to the CEO.

If it is a small organization, then the HR Manager should report to the CEO. I stayed clear of orgs that had HR overseeing Payroll and reporting into CFO/Finance organization. That told me a lot about how HR was probably perceived within the organization.
